A misunderstanding of horizontal organisation is that there is to be no authority from an individual or group whatsoever, theoretically in an otherwise flat power structure, authority is lent via community [[consensus]] to those who demonstrate knowledge and ability in a specific area. These people are lent authority by *a public* up until the point at which this is withdrawn. Withdrawing authority can be due to misuse of this authority, pre-agreed time limitations on a position, or more normally a persons lack of capability for the matter they were lent authority on. [[Coercion|Violence and coercion]] disrupt the ability or authority to be lent, and instead power is *taken*. The [[The Illusory Effect of PR]] can distort someones natural feeling towards authority. At the level of the state, this feels next to impossible to change but at a smaller organisational level, this way of cooperating has been shown work, relative to pre-existing power relations such as gender hierarchies.
